That mismatch is the craft story. Greg Daniels and Michael Schur knew the mockumentary camera from The Office. They did not yet know that Pawnee wanted sincerity more than cringe. By Pawnee Zoo and the harvest stretch, the show has chosen its religion: local government as sitcom engine, not as humiliation ritual.
