Both: kindergarten heroes, minimalist pop-art action, and a design language that defined late-1990s Cartoon Network.

Why this series still plays
Sugar, spice, Chemical X, and a city that never stays saved. Craig McCracken’s candy-colored action: kindergarten heroes, minimalist design, and villains who play like pop-art nightmares. Cartoon Network’s late-nineties brand in three pigtails — short-form girl heroes with punch, style, and a theme that still sounds like a sugar rush with a flying lesson attached.
Drop year: **1998**. Cartoon Network puts sugar, spice, and Chemical X on the original-identity calendar and a city that never stays saved. Rex can keep the Saturday-morning martini; this is brand architecture in three pigtails, not a museum cartoon with nicer merch. Kindergarten heroes, minimalist design, villains as pop-art nightmares. The metric is not a lecture about girl power. The metric is a network finally photographing as itself — late-1990s original identity, punchy and musical, endlessly merchandisable.
